In China, we cannot criticize the government because China is a totalitarian communist country that one is forbidden from criticizing. Darwin can be criticized because he was a British naturalist, and criticism of him does not defame China.

In America, we can criticize the government because our democracy grants us freedom of speech. We don't tend to criticize Darwin because his theory of evolution is accepted by some Americans and rejected by others, thus allowing a freedom of choice for each American.
