When people discuss ideas, they are involved at the highest level of human intelligence.

In discussing events, people tend to be at an average level of intelligence.

Discussing people is usually accomplished at the lowest level of intelligence. It is often done spontaneously, since it does not require much thinking or preparation for a discussion.
